If I am a higher level, does a lower level apply to me?

If you are at a higher level, you may be tempted to ignore the lower levels. Don’t let the Qualifiers fool you. Even if Level 0 is meant for a small budget with a team of 1, the blocks in Level 0 are essential for you to do well in the higher level blocks.
